How do you go from coordinating the fiscal policy of a country of fifty million people to founding a technology startup that analyzes regulation across an entire region using artificial intelligence? The path is rarely linear, but in the career of Colombian economist Luis Alberto Rodríguez Ospino, the constant has been the systematic use of data to decipher complex systems.

Born in Valledupar, Colombia, Rodríguez structured his vision of development from the public classroom. He is an economist from the Universidad Nacional de Colombia and holds a Master’s in Economic Policy from Columbia University in New York. This combination of the rigorous Andean public school and the global perspective of the Ivy League shaped a pragmatic technical approach, far from traditional ideological dogmas.

Before assuming high-level state responsibilities, he built his foundational experience at the United Nations Development Programme (UNDP), the Ministry of Labor, and as head of Economic Studies at Asobancaria. In July 2018, at just 31 years old, Luis Alberto Rodríguez assumed the role of Technical Vice Minister of Finance and Public Credit of Colombia. Under his technical direction, the 2018 Financing Law was structured, a tax reform designed to stabilize the country's revenues and provide viability to the 2019 National General Budget. In addition, he strengthened the analytical capacity of the ministry itself by restructuring the General Directorate of Macroeconomic Policy, dividing it into sub-directorates of Fiscal Policy and Macroeconomic Policy. This organizational change allowed for the isolation of technical analysis from immediate political situations, professionalizing the design of the country's macroeconomic assumptions.

## The Trial by Fire: The DNP and the Pandemic

In September 2019, Rodríguez took over the leadership of the National Planning Department (DNP), the Colombian state's think tank responsible for designing medium and long-term social investment policies. A few months later, in March 2020, the arrival of the COVID-19 pandemic completely altered all the country's planning priorities.

Mandatory confinement threatened to push millions of vulnerable families living in the informal economy into extreme poverty. The technical challenge was monumental: how to transfer money in a matter of weeks to millions of people who were not in the databases of traditional subsidies and who did not even have a bank account?

The answer was the rapid design and implementation of **Ingreso Solidario** (Solidarity Income), a direct cash transfer program coordinated by the DNP. Under Rodríguez's leadership, the team crossed databases from Sisbén, the census, and financial registries to identify the households most in need. In an unprecedented financial inclusion effort, millions of virtual wallets were created remotely, delivering direct economic aid with unprecedented speed and technical precision in the region.

This opportunity motivated his transition into technology entrepreneurship. Rodríguez applied his deep knowledge of state operations to co-found **Dapper Global**, a startup within the GovTech (technology for government) and RegTech (technology for regulation) sectors. This initiative proved that high-level public policy experience can be an invaluable asset for building software with market impact.

## Dapper Global: Artificial Intelligence for Regulation

Dapper Global is a technological platform that processes, centralizes, and analyzes regulatory and public affairs information in Latin America using advanced natural language processing (NLP) models and artificial intelligence. It is critical to clarify that it **has no relation** to Dapper Labs (the Web3 company behind NBA Top Shot) nor does it operate in the traditional decentralized finance sector. It is a B2B software solution for monitoring political and regulatory risk.

The platform continuously gathers bills, executive decrees, supervisory agency resolutions, and municipal agreements from multiple countries in the region. Subsequently, Dapper's AI analyzes the text, classifies the level of impact for different industries, and sends immediate alerts to decision-makers through emails and instant messaging channels like WhatsApp.
